For over 20 years, Dave has provided a full spectrum of representation to government contractors of all sizes at the federal, state, and local levels. Dave’s experience ranges from litigating protests, claims, and other disputes before the U.S. Government Accountability Office, the U.S. Court of Federal Claims, the Small Business Administration’s Office of Hearings and Appeals, and numerous other federal agencies to representing clients before state and federal courts nationwide. Dave regularly advises clients on compliance, intellectual property rights, mergers, acquisitions, joint ventures and other strategic transactions, cost or pricing issues, internal investigations, disclosures, and False Claims Act matters. In addition to procurement-related matters, Dave regularly helps clients navigate the complex requirements for grants, cooperative agreements, and other federally assisted programs. In such cases, Dave’s cradle-to-grave experience helps clients assess their compliance, administration, and performance expectations at the outset of a project in order to facilitate, maximize and ultimately ensure a successful outcome. He is also Vice chair of the ABA PCL Commercial Products & Services Committee and a vice chair of the ABA PCL Grants Law Committee.
